Translate the headline into a list
Ask whether the rent includes gas, electricity, water, council tax, broadband, TV licence and communal cleaning. “All bills” can mean different things in different adverts.
Confirm the broadband speed and whether your room has a reliable connection if you work from home.
Understand caps and adjustments
Ask whether usage is unlimited, subject to a household fair-use allowance or reconciled later. If there is a cap, request the amount, the period it covers, how meters are read and how an overage is divided.
A vague right to add any energy surcharge creates uncertainty. Ask for the formula and notice process in the agreement.
Compare like with like
Convert excluded bills into a conservative monthly estimate and include seasonal variation. A slightly higher inclusive rent may offer stability; a lower exclusive rent may give the household more control.
Record meter readings and account responsibility at move-in even in an inclusive property. It helps resolve later questions about use and dates.
